Summary: The purpose of the this book is to study problem-solving in federal systems, and to compare the political performance of federal and non-federal states, and the different types of federations. The book focuses on the following questions : What difference does federalism make to policy-making and political performance, as compared with non-federal systems? ; does the type of federalism make a difference, and if so, to what extent? ; are there specific vulnerabilities of federal states that affect their steering capacities, and if so, under what conditions can these vulnerabilities be overcome? - Preface.
